Most flat roof problems on Philadelphia rowhomes are leaks at seams, flashing and drains, and a repair costs far less than a new roof: HomeAdvisor puts the average flat roof repair at about $400, while a full replacement averages $7,433 and usually runs $3,331 to $11,558. Replace the roof when leaks keep coming back in different spots, the surface is blistered and cracked across large areas, or the roof already has two layers. Re-roofing is not on the City’s list of work that can skip a building permit, and many jobs qualify for its EZ re-roofing permit.
How a rowhome flat roof works
A “flat” rowhouse roof isn’t flat. The Philadelphia Rowhouse Manual says it should rise at least about 1/4 inch for every 12 inches and slope to the downspout or drain. When the slope sags or the drain clogs, water ponds, and ponding water finds every weak seam.
The same manual names sunlight as the main threat to roofing materials. A light-colored reflective coating protects the membrane and keeps the top floor cooler in summer.
Signs your flat roof needs attention
- Water stains on the top-floor ceiling, especially near the rear wall or chimney.
- Ponding that stays more than a day or two after rain.
- Blisters, open seams or cracks at the flashing and chimney cap.
- Bare or worn spots in the coating.
- Clogged or loose drains, gutters and downspouts.
Don’t wait on a stain. Our article on the real cost of ignoring a small roof leak shows how quickly repair bills grow once water reaches insulation and framing.
Flat roof materials compared
The Rowhouse Manual notes that modified bitumen is a lower-cost system where a professional can usually spot leaks easily, while EPDM rubber is harder to check for leaks. HomeAdvisor lists these installed costs per square foot:
| Material | Installed cost per sq. ft. | Lifespan given by HomeAdvisor |
|---|---|---|
| Fiberglass | $4–$6 | 20+ years |
| Modified bitumen | $4–$8 | 30 years |
| Built-up (tar and gravel) | $4–$10 | not listed |
| EPDM rubber | $4–$13 | not listed |
| TPO | $4–$14 | not listed |
HomeAdvisor adds that a well-maintained flat roof can last up to 25 years. On a rowhome, the choice often comes down to what is already on the roof, how many layers are there, and whether a roof deck will sit on top.
What flat roof work costs
- Repair: about $400 on average (HomeAdvisor). Fixr gives $300 to $1,100 for flat roof repair, and $350 to $1,500 for roof leak repairs in general.
- Replacement: $3,331 to $11,558, average $7,433 (HomeAdvisor), or $4 to $35 per square foot all-in.
- Tear-off: $1,000 to $1,500 for removal of the old roof (HomeAdvisor).
- Permit: $250 to $600, per HomeAdvisor’s national figure. Check the City’s current fee schedule for your job.
These are national figures. A Philadelphia quote depends on roof size, access (carrying material through a rowhome or up the back), the number of existing layers and the condition of the decking underneath.
Repair or replace?
A repair makes sense when the leak is in one place (a seam, a flashing detail, a drain) and the rest of the surface is sound. Replacement makes sense when:
- leaks keep returning in new spots;
- blistering and cracking cover large areas;
- the decking under the roof is soft or rotted;
- there are already two roof layers. Under the City’s EZ Re-Roofing Permit Standard, all existing coverings have to come off if there are two or more, or if the roof is water-damaged or deteriorated.
Philadelphia permits for re-roofing
Philadelphia’s list of projects that may not need a building permit covers regular maintenance repairs, but not re-roofing (City of Philadelphia).
The EZ re-roofing permit lets you put a new covering on an existing roof without submitting plans, as long as the job meets the standard. Key conditions from the City document:
- It doesn’t apply to buildings on the Philadelphia Historical Commission register without prior approval.
- Planned replacement of more than 10% of the roof sheathing makes the job ineligible. If damaged sheathing turns up during tear-off, the inspector has to be told.
- Work that cuts new openings, such as adding a skylight, isn’t covered.
- Altered roof insulation must meet the 2021 energy code, R-49 minimum.
- Flashing, vent flashing, drain outlets and metal edging can’t simply be reused; they have to be rebuilt or replaced per manufacturer instructions.
- A licensed contractor must certify that the work followed the manufacturer’s specifications, and that certification has to be available at final inspection.
Ask any roofer you hire which permit they will pull and who will be at the final inspection. Our guide on hiring a contractor in Philadelphia explains the registration and insurance to check.
Keeping a flat roof in shape
- Clear the drain, gutters and downspouts in spring and after the leaves fall.
- Recoat the surface when the reflective coating wears thin.
- Have flashing and the chimney cap checked every spring and after big storms.
- Before adding a roof deck, make sure the roofing is in very good condition. The Rowhouse Manual is clear that a deck does not waterproof the house.

FAQ
How long does a flat roof last in Philadelphia?
HomeAdvisor says a well-maintained flat roof can last up to 25 years, and lists modified bitumen at about 30 years. Sun exposure and ponding shorten that.
Do I need a permit to replace a flat roof in Philadelphia?
Plan on one. Re-roofing isn’t on the City’s list of permit-exempt work, and many jobs qualify for the EZ re-roofing permit, which doesn’t require plans if the job meets the standard. Small maintenance repairs are a different case.
Can a new roof go over the old one?
Not if there are already two or more layers, or if the existing roof is water-damaged or deteriorated. In those cases the City standard requires a full tear-off.
What does a silver roof coating do?
It reflects sunlight, which protects the roofing material from UV damage and keeps the top floor cooler.
